Yes, Carlos, the Peruvian government has let its people down. The money should have been released to the victims months ago. Peru also needs to overhaul its disaster response network. I mean, it&#039;s no surprise that an earthquake hit Peru (and will do so again).

The protests yesterday were covered by news organizations around the world. Maybe Garcia and the local politicians will be shamed into speeding up reconstruction efforts. 

I am always impressed by how people in Andean countries take to the streets to protest injustices;  they won&#039;t take abuse lying down. Thanks to such efforts, the Peruvian people have successfully prevented water resources from being privatized in this country (what the World Bank wants to see happen).</description>
